Home Warranty Insurance (HBCF) Eligibility for NSW Builders
Win the job. Keep your eligibility.
No HBCF cover, no deposit, no start. We help NSW builders get their icare eligibility approved, lift their limits and stay eligible — with the numbers icare actually looks at.
The home warranty rules every NSW builder needs to know.
In NSW, home warranty insurance is called Home Building Compensation (HBC) cover, provided through icare's Home Building Compensation Fund (HBCF). The NSW Government says that if you are a licensed builder or tradesperson, you must get HBC cover for each home building project over $20,000 including GST.
Timing matters. It is illegal to ask for a deposit or any other payment under the contract until the cover has been taken out and the homeowner has been given the certificate. If your eligibility is stuck, so is your next job.
icare changed the eligibility rules on 2 March 2026
icare's HBCF Eligibility Manual (Version 12) took effect on 2 March 2026. The big changes for builders:
- Most builders are assessed automatically. Builders with an open job value up to $12 million can qualify through an Automated Scorecard Review (ASR) that uses credit bureau data — icare says it "doesn't require you to send financial documents". Decisions usually come in about 2 business days, and ASR eligibility lasts three years.
- Some builders still need a full manual review. That applies above $12 million open job value, to builders whose score is too low, and to builders moving between tiers. A manual review needs full financials and can take up to 30 business days.
- You no longer need a distributor. Builders can apply themselves through the HBCF Portal, or authorise a Service Provider — icare names "a broker or your accountant".
Eligibility tiers (open job value)
| Tier | Open job value |
|---|---|
| New builder | Up to $1.5 million |
| Tier 1 | $1.5 million – $3 million |
| Tier 2 | $3.5 million – $8 million |
| Tier 3 | $8.5 million – $12 million |
| Major Builder | Over $12 million |
Your certificate of eligibility also sets a maximum contract price for each type of work, and — for manually assessed builders — a limit on the number of open jobs.
What icare looks at in a manual review
When a manual review applies, icare's Manual lists the documents it expects, including:
- Three years of tax returns or externally prepared, signed financial accounts
- Interim management accounts (no more than six months old) if your last annual accounts are over 12 months old
- Aged debtors and aged creditors listings at balance date
- ATO statements of account for GST and income tax, including any payment plans
- Finance facility confirmations, related-party loan breakdowns and, where relevant, the trust deed
- A WIP schedule and, if you want a higher limit, a 12-month project pipeline forecast
The financial benchmarks icare publishes
- Adjusted net tangible assets (ANTA): the Manual sets a minimum threshold of 3 per cent, assessed against the turnover icare assumes for your eligibility.
- Adjusted current ratio: icare's benchmark is 1 or more — current assets covering current liabilities, after icare's adjustments.
- Gearing: a target total gearing ratio below 70 per cent.
- Debtors: trade debtors over 30 days are excluded from ANTA unless you can show they have been paid.
Reviews don't stop once you're approved
Major Builders go through an annual Programmed Eligibility Review based on their annual financial statements. ASR eligibility is reviewed automatically before it expires. icare can also run a special review at any time — for example after trading losses, a worsening ANTA position or adverse credit alerts — and may then ask for security, reduce limits, load the premium, or suspend eligibility.
Eligibility you can count on, not hope for.
We prepare the numbers, fix what's dragging them down, and deal with icare so you can keep quoting.
Eligibility health check
Before you apply or move up a tier, we test your balance sheet against icare's ANTA, current ratio and gearing benchmarks and tell you where you'd fall short.
Manual review pack
Three years of accounts, interim management accounts, aged debtors and creditors, ATO statements, WIP schedule and pipeline forecast — complete, consistent and on time.
ANTA & working capital fixes
Old debtors, related-party loans, director drawings, assets parked in the wrong entity — we show you what to tidy up so the numbers count.
Your HBCF Portal Service Provider
Under icare's 2026 rules an accountant can act for you on the HBCF Portal. We can handle the application and the back-and-forth.
Annual reviews & renewals
Major Builders face a Programmed Eligibility Review every year. We line up externally prepared, signed accounts well before icare's 40-business-day notice runs out.
Structure that works for HBCF
Company, trust or both? We set up and maintain a structure that protects your assets without starving the licensed entity of the net assets icare wants to see.
HBCF questions builders ask us.
When do I need home warranty insurance in NSW?
The NSW Government says licensed builders and tradespeople must get Home Building Compensation cover for each home building project over $20,000 including GST. You can't ask for a deposit or other payment until the cover is in place and the homeowner has the certificate.
Do I have to send icare my financial statements?
Not always. Since 2 March 2026 most builders with an open job value up to $12 million are assessed through icare's Automated Scorecard Review, which uses credit bureau data rather than financial statements. A manual review — with full financials — applies above $12 million, when your score is too low, or when you move between tiers.
Can my accountant apply for HBCF eligibility for me?
Yes. icare says builders can apply themselves through the HBCF Portal or through a Service Provider, such as a broker or their accountant. We can act for you.
What is ANTA and why does it matter?
Adjusted net tangible assets is icare's measure of your business's net worth after its adjustments. Its Manual sets a minimum threshold of 3 per cent, and excludes items such as debtors over 30 days (unless paid) and assets held in discretionary trusts. A weak ANTA can cap your limits or block a tier upgrade.
How often is my eligibility reviewed?
Major Builders (over $12 million open job value) have an annual Programmed Eligibility Review. Automated Scorecard eligibility lasts three years and is reviewed before it expires. icare can also run a special review if risk events occur.
I build outside NSW. Can you still help?
Yes. Other states run their own schemes — for example the QBCC Home Warranty Scheme in Queensland and Home Indemnity Insurance in Western Australia. The financial requirements differ, so call us and we'll work through yours.
