Accountant for Builders — Penrith & Western Sydney

Penrith is building an airport. We keep the books for the people building it.

Builders, civil contractors, concreters, excavators and the subbies working the airport corridor, the new estates and the renovations across Penrith — we're specialist accountants for builders who know what plant, retentions and payroll tax do to your numbers. Fixed fees, plain English.

BUILDERS IN PENRITH & THE AIRPORT CORRIDOR

Penrith's build market has two speeds. Your accountant needs to handle both.

Penrith has always had its own construction economy — Glenmore Park, Jordan Springs, Caddens, Cranebrook, Emu Plains, St Marys, Kingswood — but the Western Sydney International Airport at Badgerys Creek, opening to passengers in late October 2026, has changed the scale. The Aerotropolis, Bradfield, the M12 and the rail link have pulled civil contractors, concreters, excavation crews, formworkers, steel fixers, electricians and fit-out trades into the corridor from across Sydney. Alongside that, residential builders are still doing what they've always done: new homes, knockdown-rebuilds, granny flats and renovations for one of the fastest-growing populations in the state.

An accountant for builders in Penrith has to understand both. Civil and commercial subbies live and die by plant, retentions, long payment terms, payroll tax and labour hire. Residential builders deal with home warranty, progress claims and TPAR. Most of our Penrith clients do a bit of each. The common thread is that the money is big, lumpy and slow, and the tax rules around it are not the ones a suburban accountant sees every day.

Plant, machinery and the permanent $20,000 write-off

Small businesses with aggregated turnover under $10 million that use the simplified depreciation rules can immediately deduct each asset costing less than $20,000 in the year it's first used or installed ready for use — new or second-hand. Parliament made the $20,000 limit permanent for assets from 1 July 2026. A compactor, a laser level, a generator or a trailer usually qualifies. An excavator, a tipper or a $60,000 ute doesn't: it goes into the small business pool at 15% in the first year and 30% a year after that, which is still a strong deduction, just spread out. The ATO's own example is an electrician whose $40,000 ute is over the limit and goes into the pool.

How you finance the plant matters almost as much as what you buy. A chattel mortgage, a hire purchase agreement and a lease are treated differently for GST and for the deduction, and the wrong one can tie up cash you need for wages. We look at the finance before you sign, not when the BAS is due.

Fuel tax credits on off-road plant

If you're registered for GST and you use eligible fuel in machinery that operates off public roads — excavators, bobcats, rollers, generators, compressors — you can generally claim fuel tax credits on your BAS. Fuel used in vehicles on public roads has different, lower rates. Civil crews on airport and estate works burn a lot of diesel off-road, and the credit adds up over a year. We calculate it quarterly from your fuel records so you claim what you're entitled to and nothing more.

Retentions, long terms and cash flow on head-contractor jobs

Working for a tier-one or tier-two head contractor means retentions held for months and payment terms that stretch while your wages go out weekly. On an accruals basis the ATO treats each progress claim as a separate sale, reported when you invoice or get paid, whichever is first, and a special rule defers GST on a retention until it is invoiced or received. On a cash basis you report GST when you're paid, which small businesses under $10 million aggregated turnover can choose. We set the basis that suits your contracts, forecast your cash around the retention schedule, and make sure you're using your rights to progress payments under NSW security of payment law rather than waiting politely. Payroll tax, labour hire and the contractor question

Growing civil and commercial subbies hit NSW payroll tax sooner than they expect, and NSW payroll tax can treat some payments to contractors as wages. The ATO looks at the same relationships from the other side: a label such as "independent contractor" in your agreement won't decide whether someone is an employee, and if you get it wrong you can be liable for super, PAYG withholding and penalties. We review your workforce — employees, labour hire, genuine subbies — and keep your wages and contractor payments monitored against the threshold during the year, not after.

TPAR for your subbies

If your business is primarily in building and construction (50% or more of your income or activity) and you pay contractors for building and construction services, the ATO requires a Taxable payments annual report by 28 August each year — ABN, name, address, gross amount including GST and GST paid for each contractor. Payments for materials only, employees on PAYG withholding and invoices unpaid at 30 June are excluded. The failure to lodge penalty is one penalty unit for every 28 days late, up to five units, and a penalty unit is $364 for breaches from 1 July 2026. Read our TPAR guide →

Apprentices and Payday Super

Super guarantee is 12%. Since 1 July 2026, Payday Super means it must be paid each payday and received by the worker's fund within seven business days of payday (20 business days for a new employee's first contribution). The ATO's free Small Business Superannuation Clearing House has closed. With a crew of ten on weekly pay, that's a lot of super runs — we set up payroll so it goes out with the wages.

Residential builders: home warranty and progress claims

For Penrith's residential builders, every project over $20,000 including GST needs Home Building Compensation cover before a deposit can be taken. Since icare's rules changed on 2 March 2026, most builders up to $12 million open job value are scored automatically from credit data, but a weak score or a tier change still means a manual review with full financials. We prepare the pack, check your net tangible assets against icare's benchmarks and can act for you on the HBCF Portal. More on HBCF eligibility →

FAQ

Questions Penrith builders ask us.

I'm a concreter working on airport-corridor jobs. Can I write off my new equipment?

If your aggregated turnover is under $10 million and you use the simplified depreciation rules, each asset costing less than $20,000 can be deducted immediately in the year it's first used or installed ready for use. The $20,000 limit is permanent from 1 July 2026. Anything dearer goes into the small business pool at 15% in year one and 30% after that.

My head contractor holds retentions. When do I pay the GST?

On an accruals basis, a special ATO rule defers GST on a retention until it is invoiced or received, whichever is earlier — "invoiced" meaning the document you issue once the defects period ends or conditions are met, not your normal progress claim. On a cash basis you account for it when you're paid.

I pay a lot of subbies. Do I have to lodge a TPAR?

If your business is primarily in building and construction and you pay contractors for building and construction services, yes — by 28 August each year. The failure to lodge penalty is one penalty unit for every 28 days late, up to five units, and a penalty unit is $364 for breaches from 1 July 2026.

Do I need to worry about payroll tax?

Once your NSW wages pass the payroll tax threshold, yes — and NSW payroll tax can also treat some payments to contractors as wages. Growing civil and commercial subbies hit this sooner than they expect. We monitor your wages and contractor payments against the threshold during the year.

Can I claim fuel tax credits on my machinery?

If you're registered for GST and use eligible fuel in plant and machinery that operates off public roads — excavators, bobcats, generators, compactors — you can generally claim fuel tax credits on your BAS. Fuel used in vehicles on public roads has different rules. We calculate it every quarter from your fuel records.
